Ensuring access to affordable housing

In the framework of the Semaine Nationale du Logement (National Housing Week) which will take place this year from 6 to 9 October, Caritas Luxembourg would like to remind the measures to be taken quickly in the field of affordable housing in order to help people in need now.

Among the most important proposals of Caritas Luxembourg, there are

  • The fight against speculation, notably through the introduction of a progressive taxation of vacant housing and non-built land for speculation purposes;
  • The strengthening of the Gestion Locative Sociale (Social Rental Management) because the waiting lists are long and there are many empty units available throughout the country;   
  • The increase of the rent subsidy which should cancel the difference between the real rent and a rent calculated at the effort rate of 33% at the most, as well as an effective control of rents and the application of sanctions;
  • Effective support for associations and foundations in their role as social housing providers;   
  • Review of energy renovation support programmes so that support is only given to households that do not have the resources to renovate;   
  • Measures to encourage owners of rented accommodation to undertake energy renovations. Caritas Luxembourg reminds that the most deprived people in our society are mostly renting poorly isolated, humid and therefore very energy consuming housing.
